Now you say you have issues with placing instruments and then switching to rental. Bit unsure what you mean. How are you placing the instrument ? By choosing the a Sim, then placing it with the interaction and then switch to another household ? Or is it the same Sim that lives on the residential lot ?
Could you maybe show what you are doing with a short video (with no mods) ?

As I was able to reproduce the issue outside the use of the TOOL mod, without mods installed, just by using in-game interactions, I think it's relevant as a bug report 😉
So if I have to explain it with more detail:
- I loaded one of my family (the Salaun family) living on a regular residential lot located in Finchwick. Sophie Salaun has a keyboard and the HCH food stand in her inventory. I made here go on the village square, so in the world outside the lot itself, and used the Place in World interaction to place the keyboard and the food stand in the world. At this moment, they are still usable, she can use both of those items, and place them back in her inventory if I want.
- I went to Manage World, and loaded the Auger family, who lives on a residential rental lot unit, still in Finchwick. The objects that were placed in the world by Sophie earlier are not visible anymore.
- I went back to Manage World, and loaded the Salaun family, still on their regular residential lot: the objects placed by Sophie appear again, but now, I can't interact with them : a cursor with the 🚫 symbol is displayed when I try to click on the item, so Sophie can't use any of them, or place them back into her inventory. They seems to be stuck there. Also, whe can walk through them.
- No matter which lot I load after that in Finchwick (including the residential rental with the Auger faimy), the objects appear in the world and are not usable.
This issue can trigger other issues with anything you place in the world I would guess, for exemple food cooked on a grill outside your lot, food bought on a food stall, a paiting started on an easel... So I think it would be useful to look into that 🤗
In short : loading any residential lot while there are objects in the world that are not objects that are here by default make them stuck there and not usable.

@Down-in-Simsland Not saying it's not relevant, just saying that if you throw too much TOOL in the report, chances are high that the report will get ignored as mod issue by Maxis so I personally would remove all TOOL references from the report. :D
EDIT: I take it you tested with a normal residential lot as well and it doesn't happen with them ? Going to mark this as FR then.
