Happening in my game as well.
PC, all packs up to and excluding Life and Death. (1.110.265.1030).
No mods, new save.
After loading a Residential Lot, objects that were placed off-lot (telescopes, rugs, instruments) are non-interactable and sims pass through them.
Had a sim living in a residential lot place some objects from their inventory off-lot.
Loaded a residential lot (live mode) in the same neighborhood: objects that were previously placed disappeared.
Loaded the residential lot again (live mode), objects are there but non-interactable and sims pass through them.
Issue manifests in the same way if I load up a household in a different neighborhood and travel to a community lot in the affected neighborhood.
Issue manifests the same if instead of loading the same residential lot the second time I load up a different residential lot in the same neighborhood.
Issue persists after restarting the game.
Tried it with DirectX9 and Directx11 (just in case it made a difference). No difference.

Hi Cade! I just sent you a savefile, created post-patch without any mods.
I hope this issue will be looked into and solved soon.
In the meanwhile, maybe some communication would be a good thing to avoid bad surprises and messed up saves, it can impact very badly people playing apartements in San Myshuno or Evergreen Harbour (and if my feeling is correct, as this issue seems related, it can be really bad for older saves where people visited San Myshuno festivals a lot) or any neighborhood where a residential rental is placed.
Something I noticed is that now, after finishing a meal in the world (for example in one of the festivals), all the plates and glasses disappear instantly. Maybe it was the case before, but I have the feeling this new behaviour was planned to avoid cluttering the world as those possible impact were known, and only this aspect was thought about. But unfortunately, there are other ways to clutter the world 😅 (on my side as I used TOOL to customise the world and add more stuff, it really hurts to see all this work go to waste and my save completly filled with those unusable objects...)
