@Down-in-Simsland I had this bug too. I moved my sims to a normal house but there is something else. It happens even if your on a different lot but in the same area as a apartment. So a area of Willow creek with no r-rental it doesn't happen but a area with a r-rental the bug does happen even if your not loaded on the r-rental. My sims were in a house in a area with a r-rental so I had to move in a area in the same hood without a r-rental. I had comment like this since It said I had to sign in even though I am.

@Creeper545548 Yes I can confirm this. For testing purpose, I had one residential rental lot in a street in Newcrest. Plants that have been clickable became unclickable as soon as I played this lot or the other residential lots.
But when changing the residential rental lot back to residential I could click on those plants again.
I'm now totally avoiding dorms, apartments, penthouses and residential rentals. I wonder if EA is ever gonna fix these type of lots.
