I posted a thread about my issue on the official forums about this, and rosemow replied with a link to here so I can post my issue.
Disclaimer: I have cleared my cache, updated my drivers, repaired and reinstalled. I have NO mods installed, and only cc. I checked on my cc free file (meaning I take out cc to test things on that file) and the problem was still there. Tried a fresh save with no cc, and it was still there.
My issue: Landgraab Apartments (both units) have lighting/shadow/shader? issues in my game. In my thread, Dekay replied saying the Feng's unit had the same issue. I checked other apartments in Uptown, and they all didn't have the issue. I checked one apartment building in other districts, and they didn't have the issue. So I think it's just happening in Landgraab apartments.
I called them jagged shadows in my thread post, because I have no idea what to call them...my significant other said it looked like shader issues similar to shader issues in different games.

@UmbralFlowers I see the same issue in my game and am uncertain of the cause. They occur on the balcony outside as well as on the inside of the apartments (Landgraab units):
My guess is there is something in the neighborhood - a structure, an artifact, something on the roof (all guesses) that may be causing the effect. I will add it to our index along with another issue I'm seeing, which is some objects having shadows underneath them that are way too dark:

@ju1kaI get the same results in that apartment if I open up the space around the area a bit as you did, add some of those same lights and then delete others. I stumbled upon this while trying to tidy up the area a bit. It came down to a particular light in the room, which once I deleted it, made the cabinets go dark. Here's what the space looked like before the cabinets went dark. The light circled in red is the one I deleted in the next image:
After deleting the circled light, this is what the cabinets looked like:
Given these images, the devs should be able to reproduce this issue.
However, I'm not entirely sure how it relates to the observation made by @mllespider which I can also reproduce - that is, setting up a room with cabinets and 10 light sources, which looks fine:
and then getting the darkening effect as additional light sources are added:
The one thing I noticed with that scenario is that if you place some of the additional lighting very near to the cabinets, they will lighten up a bit, although not to the level of brightness they should be at:
The devs should be able to reproduce this one too, so maybe between the two, they'll figure out the exact cause.

@DizzyDee-Kthis problem is caused by a lighting issue with exposed foundation. We do have it on the list already. If you redraw that area above ground, the weird lighting will be resolved. It is like the area is subject to a mixture of indoor and outdoor lighting, which generate weird results.

Thank you for your response. I semi solved the problem on that lot by adding debug ambient ceiling lights. I have another lot with the same white black problem. When I have time I'll check to see if adding the ambient lights help there as well.

Hello.
In my game observed that problem with darker hanging cabinets has something to do with the stairs... When I put the stairs (no matter if to the lower or higher floor) the cabinets get darker and when the stairs are removed they get their proper colour (almost). You can see that on photos... The shots were taken one after another with the same amount of lights and at the same time of the day... For me it means that there will be no open concept and I can't accept that. This had never happened before the pre-CL patch (27.10.2016)... I hope, that it will be fix soon...
Edit: But anyway there have to be many lights in front of the hanging cabinets (the best options are chandoliers...). Otherwise they still are much darker than the standing ones...

Yes, @Agusiamal, I observed that in multi-level structures as well. There definitely seems to be a variety of setups that can cause the darkened cabinets issue.
