As he’s a regular sim, have you tried visiting any other venue, calling him on the phone to invite him there, and then just go home and leave him there?

I just tried this and it worked, but it also brought everyone home from work/school mid-day. Still worth not having Father Winter sleeping in random beds and eating my Sims' food lol
