[ARCHIVED] [S] Getting Gifts from Father Winter doesn't work properly

PC, newest patch/update, English, All expansions except for high school; All game packs except wedding stories; All stuff packs.  

I know in the past there've been issues for toddlers specifically to get gifts from Father Winter, but this just isn't giving any of my sims, regardless of age, the option to even ask for them.  They've all introduced themselves.  I've looked under each option for conversation.  They can GIVE a gift but not ask for one.  The save file below is during winterfest and father winter is there (not sure if reloading into the game will end it, etc)
