I have this same problem and I have no mods/cc in my game, my game is up to date and I regularly delete my localthumbcache and have also repaired my game.  It happens every time I load a save or when I return to my game from Create a Sim.  I comment on it in some of my Seasons LP videos which I can link if you'd like to see.

    On a fresh save too ?

    Just in Winter or other seasons too ?

      Did some testing on this and while it's not happening consistently for me (and not from CAS), I can see what you guys mean.

      Seems to only happen when the temperature is cold though.

        The opposite can happen - when I loaded a game while it was summer in the middle of a heatwave, everyone who'd been sleeping was standing next to their beds in hot weather clothing.

        It seems like whenever a lot loads up, it refreshes what they wear based on temp.
