+ Me Too on this one. I encountered this bug on a new save with a practically new game install, and I haven't used any mods with this game install. I was ready to start 50/50ing my DLC since people have said they fixed it by disabling various stuff packs/kits, but after a game/PC restart the bug resolved itself. I do have screenshots and will still send my save (which I copied before the game fixed itself, but who knows) to Cade.
With the variety of packs people found were causing this issue, I wonder if it might just be related to a game load bug. Since in order to test which packs might be causing issues you'd have to restart the game repeatedly, which might've led to the bug turning itself on/off randomly and players thinking it was related to the packs they were disabling.
