[ARCHIVED] Sim doesn't interact with others and instead starts dancing

Steps: How can we find the bug ourselves? click on sim and tell them to do a task (especially event related)
What happens when the bug occurs? I originally noticed when I told my sim to "make japchae" for the event task. It would pause for a second, then unpause, then the chef hat icon would disappear, and the sim would continue what they were doing as if I had not asked them to do the task. then I tried to have them ask sims about their traditions, as the event task required, and instead of talking to the other sim, they would stare at eat other and just start dancing and not stop no matter what else I tried to get them to do. It did count on the event tab as completing that task, but I still can't make japchae. it'll cook anything else. I noticed it is also affecting nonevent related tasks when my sim tried to swim and now, they're stuck doing a weird motion up against the ladder of the pool. when I have my sim do anything or if they choose to do a task based on need, I can't cancel the task, the x will show but they will not stop doing the task. it's like it gets stuck.
What do you expect to see? I expect them to do the tasks given (or by need) in the timely manner that it usually takes (not get stuck), as well as be able to cancel tasks when need be. I also expect them to be able to do the event tasks so that I can earn the prizes like I did with reaper rewards. I have tried repairing the game, I have deleted and redownloaded, I have disabled mods and cc, I have tried a new save game as well as resetting sims and other small "fix" ideas I have found on ea answers and similar pages. nothing is working. I had hoped ea would've fixed this by now but it's still doing it. It started as soon as the December 3rd update was complete. I went into the game to start the event and have been stuck ever since. please help
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
