The way it's always worked for me is that if I say "no," the game stops asking me. I've done this for a lot of different activities, including dancing, cooking, fishing, etc. It used to work this way for gardening, too, pretty much since likes/dislikes were introduced.
When you look at the all of the "SimPreference_N🤭pinion" traits in a tool like XML File Finder for The Sims 4 and browse references from other files, every other "Trait_SimPreference_N🤭pinion_Activities" is actually part of the test to determine whether or not you get asked. It was supposed to be an opt out to stop people from getting repeatedly blasted with questions.
When I looked at the coding for gardening specifically, these tests are missing, and "trait_SimPreference_N🤭pinion_Activities_Gardening" doesn't have any references from any of the gardening activities like it should. I believe this is new with the Reapers' Rewards update.
