I've been having the same issue ever since I installed the lovestruck pack. I have to tell the second sim to go to sleep multiple times be for they do. they will lay down and get right back up then the next time they will cross to the opposite side of the bed, where their partner is asleep, and a thought bubble appears over the sleeping partners head with footprints and an exclamation mark. Then the third time they will walk back to the empty side of the bed and finally go to sleep.
The thought bubble step doesn't always happen, but it always takes at least two attempts for the second sim to go to sleep as well.
Not game-breaking or anything, but I'm having the same issue. If I queue the interaction a second time, they'll normally stay put without issue, so it's manageable (at least in my game), but still a bit inconvenient and obviously not working as designed.
