I had the same experience in vanilla game. My sim was a normal sim but her mother was a vampire. In my case, no Alien blood involved. She didn't get the third trait and reward traits of Character Values which she was supposed to have Good Manners, Responsible and Emotional Control. When the teen sim became YA, I didn't get any jingles, notifications or trait selection screens. She just entered the next life stage in silence without those traits. I just noticed that later on her Simology panel.

Unfortunately, no, I don't have the save file. The sim is still alive in my world but I noticed her growth after Iād saved the game several times.

@3ukkieJust save your game, make your sim teen again with a cheat, then check if sim's character values are enough, save your game (in another save slot) and make this sim grow up again. if the problem is there, then you'll have the save needed.
@crinrictAlso, I tried MCCC mod in my game - when growing up, this mod indicated some error occurs. Something about "dictionary values changed" or something like that. I've googled, it must be coding-related.

With the alien-vampire hybrid ? That's bound to have errors as those aren't supposed to exist. That you can make them without cheats/mods is the bug part there.
