It seems like this is still an issue unfortunately. I was hoping it had been fixed in a patch in the last few months, but it seems like werewolves made in CAS are still missing an initial starting temperament. Hopefully this can be fixed soon since it's kind of annoying having to cheat in an initial temperament for gameplay.
