I still think this is less a bug and more by (poorly planned) design.
1. They decided they didn’t need to make wants and fears backward compatible with packs released prior to the creation of the system.
2. They then based the wants off Sim traits and likes. But only traits/likes from base game and High School Years, because they weren’t going to update any already released packs. (Also hopefully they added some since with newer packs? I wouldn’t know as I’ve turned it off.)
3. If you have all the packs, look at your Sims’ traits and liked activities. How many are actually base game? If they’re from any pack released before High School Years, they may as well not exist as far as the wants & fears are concerned. This can drastically reduce the pool of possible wants for your Sim to pull.
4. By playing with the packs I paid money to enjoy, I break the wants & fears system by giving it “blank” personalities - all they ever want is to listen to music or start a romantic relationship (or break up, if already in a relationship).
The “fix” for this is to make sure your sim has at least one or two base game traits.
