Bug with toddler milestones

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All current packs
Steps: How can we find the bug ourselves? after aging up your infant, play game as intended. (my infant aged with a few skills already being at level 3.
What happens when the bug occurs? I don't unlock certain milestones (running, number, and letters), even after resetting their skills through the skill cheat a dozen times.
What do you expect to see? I expect for my toddler sim to unlock their milestones, even if they aged with advanced skills. Or at the very least, getting them after resetting the skill and relevelling it back up to the level that unlocks them.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

TLDR: Sims game is bugged out and not unlocking toddler milestones that I've met the requirements for, even after resetting the skill and advancing it back up via skill cheats. Skill cheat is no longer working for me, so looking for alternatives. I've tried going into cas mode and re-entering the game to unlock them (work around I learned for the family visit milestone) and that does not work for me either.
