Build Wall Tool Suddenly Stops Working

Steps: How can we find the bug ourselves? Go to build mode and attempt to place walls for a while.
What happens when the bug occurs? The build wall tool will suddenly stop working. You can select the tool, click and drag as normal to place the wall, but no wall is actually built. This applies to both full walls and half walls.
What do you expect to see? A wall be constructed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It started happening today (October 1st) after I installed the most recent update. I had no issues when running 1.109.185.1030

This glitch is game-breaking for me. Once the tool stops working, I cannot save or close the game normally and must force it to stop via the Task Manager. I have tried repairing the game, but the problem continues to occur.
