[BY DESIGN] Can't Change Lot Type for Special Venues

 I downloaded two empty games on Modthesims and they have complete empty towns. The special venues are residential and I can change themto another lot type. So how was this done. I want to play in this world but i have a more than 8 person houehold, but the mod i downloaded doesn't help the extended family members recognize each other which is making me mad. there are only mother, father, husband, brother, sister. did the person esign the mod not hav uncles, aunts, cousins and grandparents? the game restrictions are stressing me out.Tthere are not enough lots, can't change lots and can only have 8 people in a household.

Its a bug because I made it an acting theatre on Windenberg and in only happens in one game it happened in an update and I can't change it back to residential, it was originally residentilal it is residential in other games, Windenberg the island, now if thats not a major bug I don't know what else isn't 

Thats what I would like to know, so this lost is Windenberg it went residential in a new game but in my current game it won't go residential. Now I try to change the lot in the new game and it won't let me change it. I have spents 100s on this game I expect it to be fixed no bugs, no more expansions, no more packs I am not paying another cent until EA fix what they broke.
