[BY DESIGN] Change speed-time breaks the TV's image

I don't know why but after the Movie Hangout my TVs are breaking the signal when I change the time speed.

I recorded a video to show what is happening.

I'm not using mod or CC for now.

I tried to repair and make a backup but still doesn't work.

    I think that's the case for most. I'm reading so many complaints about the sound.
