[BY DESIGN] Household Members Aren't Maintaining Friendships (from library)

Steps: How can we find the bug ourselves? Create a household. Cheat friendship to 100. Save household to Library. Open another save file. Place household in save file.
What happens when the bug occurs? Friendship bar resets to default (acquaintance with non-family relationships; 50 for familial relationships) when transferring household from Library to new save.
What do you expect to see? Household members maintaining friendship level within households.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I think it may have occurred after the Seasons patch but I'm not really sure. I haven't played much in the last few months, mainly because of other bugs that have been fixed. I only noticed it a few weeks ago, and hoped it would be better after the recent patch (November 13, 2018 patch). ETA: I have repaired the game in Origin..twice, and did a Factory reset with the files in the Documents section. Computer and graphics cards are up to date. Computer meets required specs.

My understanding is that this is by design. Saving to library resets relationship levels (although it does save family relationships: father, mother, brother, daughter, etc.). It's similar to how relationship levels are not maintained (they gradually decay in this case) when Sims exist in world but are not actively played for a while.
