[BY DESIGN] Matriarch/Patriarch perk not working on grandchildren

How often does the bug occur? Every time (100%)
What is your current game version number? 1.59.73.1020
What expansions, game packs, and stuff packs do you have installed? Vampire, parenthood, cats and dogs, get to work, seasons, discover university, realm of magic, kitchen stuff, toddler stuff
Steps: How can we find the bug ourselves? I have matriarch/patriarch trait for my sims after using cheats to complete the big happy family aspiration. Children are appropriately affected by the trait, but grandchildren are not.
What happens when the bug occurs? Matriarch/patriarch moodlet never appears when near grandchildren.
What do you expect to see? The matriarch/patriarch moodlet should appear and grandchildren should have accelerated learning.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

If it's always worked this way then this is by design, and would be more a feature request/feedback as opposed to a bug. If you suspect this changed at some point with a game patch, and used to work, then we can investigate this. I coulda swore it's always been like this though. Thanks so much! 🙂
