[BY DESIGN] Meals at public venues/bbq's and spawn timers

When my sim/s visit the parks or public venues with bbq's I am frequently finding bbq's with meals half cooked on the bbq's. As in you can walk up to them and click 'resume cooking...' and finish the...

For me, it's same old same old when it comes to the plants on community lots and at the hidden locations. The growth takes a really long time so that my sims have to spend a couple of days at the Grotto or wherever before they can harvest. The dig sites and frogs do respawn around every 24 hours, so I think that in my case it's just a matter of slow plant growth and not really the bug that the OP is experiencing, ie. mine is a feature and not a bug.
