My Sim was level 10 at one point in the Scientist career, as soon as she quits her job the lab table stops working.
This is a picture of what I get, it roughly translates to "only scientist can find out how the lab works".
Might be counted as a bug. Not sure cause I also think that if you can buy one, you should be able to use it even if you're not in the career.
Moved to the bug forum for now. I have a chemistry lab in my current game. I'll see if I can find that pop-up @Phantomlover1717 is talking about.
You unlock the chemistry lab by being in the scientist career.....at some level.....i forget which one. Either way it's just odd....

Great. Judging by that, it's not a bug. Just weird.
Seems there were some recent changes made to the lab and there is a new trait that identifies a Sim as having been in the career.
This might make it that Sims that are no longer in the career can still use it.
You would need to cheat the trait and then try if you can use it although not being in the career anymore:
