I've gotten word that this is currently working as designed. Sims aren't supposed to be able to be killed by rocket ship.
EA Staff (Retired)There is no unique death type for "die by rocket ship" or anything like that. A rocket ship crash will cause a fire, which can of course kill your Sims, just like any other fire created via any other means. There should be nothing special about the rocket ship fire, compared to other fires, as far as I know.

I've tested this and it's just that they put it out VERY quickly (patting on the fire and it's gone) so that there's never really a real fire, hence no death.
Chances seem very slim that you Sim actually dies ... but that seems to be the case anywhere.
EA Staff (Retired)Okay I just looked at this myself and you're correct, this is broken. Like you said, it's not a real fire, there's no Extinguish interaction available at any point, it's just harmless VFX. I've filed a new report, thank you everyone for your own reports!
