This can happen from time to time with many actions, though some are notorious (drinking from other Sims as a vampire for example).
It should have no negative impact. Travelling to another lot deletes the symbol.

What expansions, game packs, and stuff packs do you have installed? Almost all of them up to For Rent. Haven't bought any new this year. Seriously, there are over 100 packs, Dude. No way I'm listing them all.
Steps: How can we find the bug ourselves? Do just about any action.
What happens when the bug occurs? Canceled actions lock up and stay in queue. If there are more than two actions in queue, played Sim doesn't stop the action. Most often happens with conversations. Also, since it can't be reported under the mods section, this happens both with and without mods active.
What do you expect to see? Canceled actions actually canceling.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
