Cannot queue tasks for adult Sim assisting with toddler's potty training

Steps: How can we find the bug ourselves? 1.) Instruct an adult Sim to potty train a toddler Sim 2.) Once training is underway, attempt to queue another action for the adult Sim
What happens when the bug occurs? The next action will not be queued for the adult Sim. Instead, their queue will remain empty other than the active potty training action.
What do you expect to see? The action be added to the Sims queue successfully.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
I have only encountered this issue with one adult Sim, but it occurs for her 100% of the time. I have to wait for her to complete the potty training task before I can select her next action. This disrupts the flow of my game, as I cannot set her a series of tasks to do pre-emptively, but instead have to keep checking back with her for the current task to complete.
The other adult Sim in the household does not experience this issue despite the action being performed with the same potty and toddler Sim.
