can't lay flooring ou

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.98.158.1020
What expansions, game packs, and stuff packs do you have installed? Pets expansion
Steps: How can we find the bug ourselves? You can't lay any type of flooring outside of a room, so I can't lay any stone, sand, etc outside for landscaping
What happens when the bug occurs? Says to put the flooring inside a room
What do you expect to see? I expect to be able to see my flooring outside of a room for landscape
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

When I try to lay any tiles for landscaping or making pathways outside, I get the error that the tile must be placed in a room. I've added a screenshot. This just started after sims just did an update, I've not had any issues til this most recent update. I've not installed anything new, nor have I done any updates to my computer.

    I've had no problem with using floor tiles to create walkways and patios in my main save or in the test save I tested it in so you should be able to use floor tiles without having a room.  I see in your pic, that you have used floor tiles to make a path between the hedges on the left side of the pic but it appears that you can't in the area with the telescope.  What I think is happening though, is that the area where you are getting the error message is being seen as blocked by build mode.  It's happened before.  The best example is an old bug when platforms first appeared in the game, that I think has been fixed, where if you built a platform and then deleted it, you couldn't place or build anything in the tiles where the platform had been.  Build mode continued to see the tiles as occupied even though there was nothing there.  The fixes varied when that happened but include saving, exiting and restarting the game and reloading the lot and to save the lot to your library and then replace the lot with the library copy. It's best to do the 2nd one by going to build from the map.  And you might have to delete the lot first, then install the copy. 

    So, did you build something earlier in that area and then delete it?

    Another thing that sometimes blocks floor tile placement outside of a room is uneven terrain.  So, you could try flattening the lot to see if you can then place floor tiles.

    If you find that neither of those things are the problem, then I will troubleshoot the lot and see if I can find what the problem is.  Just upload the lot to the gallery and respond here with the name of the lot and your gallery user name if different than the one you use here.  I will download it and take a look.
