Can't license songs (level 9+, not done in the past week)

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.86.157.1030
What expansions, game packs, and stuff packs do you have installed? Cottage Living, Snowy Escape, Discover University, Island Living, Get Famous, Seasons, Cats & Dogs, City Living, Get Together, Get to Work, My Wedding Stories, Dream Home Decorator, Strangerville, Jungle Adventure, Parenthood, Dine Out, Spa Day, Outdoor Retreat, Nifty Knitting, Tiny Living, Moschino, My First Pet, Laundry Day, Toddler, Fitness, Bowling Night, Vintage Glamour, Backyard, Kids Room, Romantic Garden, Movie Hangout, Cool Kitchen, Perfect Patio, Luxury Party. Plus Kits: Decor to the Max, Blooming Rooms, Industrial Loft.
Steps: How can we find the bug ourselves? Have a sim try to license a song through the mailbox, having written songs on an instrument and having at least 9 skill points for that instrument.
What happens when the bug occurs? The mailbox option to license a song is greyed out with a tooltip: "(Simname) has already licensed a (instrument) song. (Simname) must wait one week before (he/she) can license another song."
What do you expect to see? I expect to be able to license a song because I know it's been much longer than a week (or never) since that sim has licensed any songs.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I saw another thread similar to this bug, but players in that thread were having trouble writing music as well. I'm not having trouble writing music. I just have no way to license songs, since the option on the mailbox is greyed out and claims the sim has licensed one in the past week, which they haven't. It's happening with two different sims in two different households, and both of them are maxed out in their skill for that instrument (although I believe this was an issue while the skill was still at level 9), and both have written songs with that instrument.

    I wrote a new song with both sims, one on violin and the other on guitar. 

    The guitarist is Sofia Bjergsen who has written music as a teen, through university and now as a YA. I can’t remember ever licensing it but I’m not sure. The violinist is Cassandra Goth with a similar history on the violin.

    Did this ever get solved for you? I am having the same issue and im getting frustrated. It has been far longer that 1 sims week, and im having the same issue with my writer. She is able to publish her books, but cannot publish to literary digest because she can only release one a week. It is not working. I have no mods. I deleted the the mailbox and put a new one there, and Ive given it much longer than a week to see if i just wasnt waiting long enough.

    I really appreciate it, but I kept playing the same save file and we moved to a new lot and after that the issue seemed to have resolved itself. When I moved my author sim to a new lot, the issue with submitting work to the literary digest not refreshing started working again too. I think it had something to do with the lot I downloaded from the gallery because a lot of weird glitches Ive never seen before went away when I left the lot!

    My mailbox won't say license song but it shows up in written on the instrument..

    @Rachelluv93 I moved your post over to a more current thread. The one you posted in was from 2015.

    Could you give a few more details though ? Is the option not there at all or greyed out ? Are you using mods/cc ? Have you tried replacing the mail box

    What expansions, game packs, and stuff packs do you have installed? All expansions, All GP except Journey to Batuu, All stuff packs except crystal creations
    Steps: How can we find the bug ourselves? Click on mailbox
    What happens when the bug occurs? Can't license songs through mailbox even though I don't currently have licensed songs.
    What do you expect to see? I expect to be able to license songs through the mail box interactions.

    Please describe the patch or change you made. Most recent 2/28 patch (possibly appeared with 2/27 patch – not positive which but it wasn't an issue prior to those patches)

    Game continues to break in new and fun ways with every patch. Not sure if this bug has to do with musical instruments/skills (based on things I've seen from other simmers following the recent patches) or the mailbox itself. Either way, it'd be great to be able to make money/gain fame from my songs again...
