Did you move the sim from one household to another via the ask to join household option? Or did you move the sim using the split household option on a computer or phone? I have had instances when moving a sim either way will cause the items in the sim's inventory to become stuck and you can't do anything with them. All of them will say that the sim does not own them. But I have found a workaround of sorts by using the Gift option on the Friendly socials menu to gift them to another sim and they can then be handled normally. This also works for items that the dust bunnies find for you so they will count for the collections.
Hope this helps.
