Can't move items from storage items to world

How often does the bug occur? Often (50% - 99%)

What expansions, game packs, and stuff packs do you have installed? Get Famous, Cats and Dogs, Realm of magic
Steps: How can we find the bug ourselves? When moving items from one sims inventory to another or trying to pick up items back into the inventory. (Even on their own property).
What happens when the bug occurs? I can't move the items from the inventory via drag and drop. When placing those items no sim can pick them up not even the initial owner.
What do you expect to see? I try to move a frog from one sims inventory to another. I can't drag and drop the frog. Only option is to let the sim place the frog somewhere. Afterwards the sim can't pick the from up. Normally I could drag and drop items from one inventory to an other and this sim and also other sims should be able to pick the item up from the floor.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

In the screenshot you see that all the items are placed on the floor on their property but they can't be picked up by the sim.
