Can't plan birthday party as no one is eligible (non-vamp)

Thank you for such a speedy response, I really appreciate it! 

In typical sims fashion, as soon as I made this post, I went to play a different save game, before returning to my save game with the issue I had outlined, only to find the issue no longer a problem.
