Can't Publish Books

How often does the bug occur? Every time (100%)
What is your current game version number? 1.97.42.1030
What expansions, game packs, and stuff packs do you have installed? All except Journey to Batuu
Steps: How can we find the bug ourselves? Write a book, venture to the mailbox and try to publish the original copy. Doesn't matter the mailbox, it won't work. Not even in a new game, no mods, clean slate.
What happens when the bug occurs? When I try to publish a book that my sim has written. The book is in the inventory but I can't click on it, it's faded out as unable to select.
What do you expect to see? I expect to be able to pick the book and send it in to be published.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The most recent patch that came with the new kits ( basement treasures and greenhouse haven )
Currently I am playing a sim who is a writer. Before the latest patch I was able to publish books via mailbox with no issue. Now I can't. The book ( the original copy ) is in my inventory and it shows up but I cannot click on it to send it off to be published. No matter the quality of the book. I removed mods, tried again, no avail. Then, I cleared the thumbnailcache and still no look. Without mods installed I started a new game with a new writer sim, had them write a book and tried to publish it and was still unable. It doesn't matter the mailbox type I am unable to submit a book for publishing.
