Can't summon a bound sim with voodoo, always says they are working

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.129.1030
What expansions, game packs, and stuff packs do you have installed? everything minus highschool, cottage, werewolves, weddings, and laundry, plus zero kits.
Steps: How can we find the bug ourselves? bind a sim to a voodoo doll, then go to a lot where that sim isn't and try to summon them using the voodoo doll
What happens when the bug occurs? the summon option is greyed out, saying they are at work. this happens at all times.
What do you expect to see? the summon option to be available sometimes and to work as intended.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

Not sure if this is relevant, but this is happening with the rival sim from the "in their shadow" scenario. Haven't tried it with other sims, but if it's only an issue with him that seems weird considering binding him to a voodoo doll is literally one of the task options in the scenario.

    @crinrict As I said, the sim is Lewis from the in their shadow scenario, so last I heard he had joined the astronaut career I think? But since he doesn't seem to exist in world as a normal sim, and won't come over when invited cause he and my sim don't get along, and can't be summoned, I actually have no way to get in touch with him to ask him anything lol. I even tried making a club and adding him and starting a gathering and he still didn't show up, so Idk. (I used the club requirements to try and check what his job is, but according to that he doesn't have a job at all so *shrug*)

    The only reason it matters at all is because my sim keeps getting wants (which, with the new system, I can't skip and get penalized for not fulfilling) to officially become enemies with him, or do mean interactions, ect, which I have no way to accomplish because he apparently doesn't exist outside of my sim's memory of him. I can't make him show up anywhere, so I was hoping to use the voodoo doll to summon him, but then he's always at this job he apparently doesn't even have.

    @Fanphoria They are in a different household though, right ? NPCs sometimes take bartender jobs and the like which makes them work 24/7 but I guess if you can't get him to show up at all, you can't ask.

    I'm not familiar with the scenario (I don't play them).

    Could you please try another Sim to see if it's only this Sim in this specific scenario ?

    @crinrict So, took me a while, but I think this had to do with the glitch where the scenario wasn't ending correctly. I finally was able to come up with some sort of solution by 1: cheating to end the scenario (tho this resulted in have ing the wrong ending than the one I should've gotten), summoning him with the voodoo doll (whic worked...but he would then disappear immediately after so I had to quickly pause in order to nab him. Took a few tries), 3: cheating to add him to the household. After that, I could then move him out and he now existed as a regular NPC in the world. But I guess because the scenario got stuck at the end, it ended up glitching him too *shrug*
