Caterer that shows up isn't Sim who was Hired

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.375.1020
What expansions, game packs, and stuff packs do you have installed? Holiday Celebration, Grim's Ghoulish Guitar
Steps: How can we find the bug ourselves? New game. Meet a lot of sims to unlock the "hire caterer" dialogue on the stove/fridge. Hire Vivian Lewis.
What happens when the bug occurs? Vivian Lewis doesn't show up but rather a random townie each time.
What do you expect to see? Vivian Lewis should show up.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Vivian Lewis isn't dead, has been met, and is selectable when not on screen as a caterer but a random townie is assigned her job each time.

    It seems that the logic for what sims appear in the "Hire Specific Caterer" menu and what sims are able to fill the actual role is different. It makes sense for planning parties for example, where by the time the party would take place the NPC that was hired is no longer able to fill the role (otherwise engaged, dead, etc).

    In this particular case, i think the issue is Vivian Lewis does not have at least level 5 in Cooking in order to receive the Caterer role. So she is replaced.

    Vivian Lewis has a default Cooking level of 4. Indeed she wouldn't show up to the house when I hired her as a caterer. Other sims DID show up (Milla Munch, Ava Harjo, etc).

    I increased her cooking level to 5 and she came when hired as a caterer.
