This is not a bug. If you filter by "feminine" the robe is not available.

    @jpkarlsen 

    The other robes that are like this are not possible to be worn by female sims, even with the feminine / masculine tags removed. They are disabled entirely

      Perhaps you just need to look a bit closer I have no problems assigning others. To cut down on how many you see you can sort by masculine.
