Hi @MissIcewolf - I just tested this in a game that has all packs except Luxury Stuff & Fitness Stuff, no cc or mods/never used. I used a household with 4 pets and was able to change to FPV on each of them using the arrow keys as you suggested. None of the displays were upside down. (probably not the issue, but just in case - is it possible your pet was lying on their back or rolling over?)
I just tested this (since I happened to finally move in a household I downloaded from the Gallery a while back), and I believe the upside-down thing may indeed be caused by the pet lying/rolling on its back.
The first pic show's the kitten's POV when I switch to it in First Person; the second pic is of the view after it corrected itself (manually moving the mouse also allows a right-side up perspective; sorry about the body clipping there, by the way!); the third pic shows the kitten's position in the usual third-person view (note that she's rolling around on her back).
I'll have to do more testing with the kitten right-side up next time I play, though.
EDIT: I did end up doing more testing a while ago. When the kitten is standing, the POV is right-side up. However, I also discovered that moving the mouse, I could spin the camera around in a way that I can go upside-down and right-side up. Since I can't attach more pics due to the limit, however, you'll have to try this for yourself. 😉

as others don't see this or only see it in particular situations, could you try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
- Custom content like clothing, hair, skins, make up ....
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

No sadly it didn't work I guess I'll just have to live with the bug for now. It's not really game breaking in any way, just a little annoying. I just wanted to report it anyway.
Edit: Actually, when I recently played the game I noticed that the first person camera on the pets aren't upside down, it is actually stuck the wrong way. So instead of facing the right way, it's from back of their heads.
