[CD] Random townies just turning up at vet clinic with no sick pet

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.70.84.1020
What expansions, game packs, and stuff packs do you have installed? Everything except My First Pet Stuff, Bowling Stuff and Paranormal Stuff Packs.
Steps: How can we find the bug ourselves? Go to your Sims owned Vet Clinic and open the business.
What happens when the bug occurs? Townies will arrive to chat and hang out and not bring a sick pet. They won't leave when you close the Clinic.
What do you expect to see? Only patients (Sims and sick pets) to arrive and leave.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

My Sim owned Vet Clinic has become a townie hangout place, instead of just a Vet Clinic. When I open the business, a maximum of two patients (Sim and their sick pet) arrived and then a lot of random townies turn up. No more patients arrive until one of the patients leave. When I close the business, all patients leave, but the random townies remain and I cannot get them to leave. The Vet Clinic is self made and is currently 3 stars. I've not had this problem before.
