Children have never been able to dig in the dirt patches ever since they added them (before they were added there were only the regular dig sites, which of course children can collect from), so I just thought it was by design, though it does limit what children can collect from.

I don't think it's a bug in the sense that it worked for some time and not any longer.
But it is a bug because children can dig in stone, but if it would randomly be a dirt patch in the same pot they are not able to.
It was just never implemented. That is not necessarily the same thing as 'by design'.
