[CL] [ECO] Can not complain/stop neighbors noise in apartments

Same here, I have to add, the neighbors' party never end, the angry mood related to this event fades after some time as usual, but the noise and sfx remain and more importantly, sims can't sleep because is too noisy.

EDIT: I just noticed in the wohoo event the option to complain is still there and the angry mood and sleep/nap options return to normal after some time as usual, so it's only the late party event that is bugged.
