I think I did look to see if the festivals had spawned in the sky, but I didn't see anything. Though, the issue is that they aren't even on the calendar. For example, the Youth Festival is every week but that never shows up on the calendar. The only event that shows up on the calendar is the Cottage Living fairs. I am not seeing any of the City Living festivals, Snowy Escape festivals, nor the Starlight Accolades. I tested the issue on a previous version of one of the saved file that is bugged which was saved under a different name months prior to the March update, but this one works perfectly fine. I am not getting those two exceptions and all the festivals show up. Any commercial lots that were edited, were edited in both versions yet only one version is bugged. I have tested this between 5-10 times and the only exception that has come up consistently(100% of the time) in the bugged save files is that drama scheduler, story progression exception. My theory is that when that Error Code 0 bug was fixed, it may have caused a file to go missing.
Since you did edit lots, I'm going to merge your reports with the edited lots thread.

To use the romance festival as an example, if you edit Planet Honey Pop to something else, ie restaurant/retail store, using the festival info link or responding to a phone call to travel there will have you arrive to an empty space. But, if you manually travel to one of the apartments in the fashion district ie one of the zenview apartments, it will spawn, and then you can just go downstairs and drink your Sakura tea. (if you already arrived via one of the links and it is empty, you will have to travel to another lot (not fashion district) and then travel back)
