Hi,
Thank you all for the help. I really appreciate all the work you all do!
I have the same problem and I already tried all of the suggested solutions. But still no luck. Festivals in San Myshuno and Mount Komorebi are not showing up on the calender and if my Sim goes there when the festival is supposed to take place, there is nothing there. When I open up a new save file, everything is back again. I'm considering moving all my sims to a new save....or am I being crazy now?
Does anyone have THE answer?

@Soesasoesa Have you tested without mods?
Yes, I put the mods folder out of the game and then restarted, but still no festivals. I still can play the game, but it is less fun. I also don't get any invites to go somewhere. Is there a known problem with certain mods that you know of? In my opinion it is not because of the mods, but I am not at all an expert.
@Soesasoesa Thanks. Ruling out mods actively causing this during gameplay is an important test step. Did you use something like TOOL Mod to edit the public space there?
