[CL] Humor and Hijinks Festival Creates Last Exception Error

How often does the bug occur? Every time (100%)
What is your current game version number? 177.146.1030
What expansions, game packs, and stuff packs do you have installed? Everything except Batuu.
Steps: How can we find the bug ourselves? Create a sim and go to the humor and hijinks festival. Try to take a drink to join either side. After a few real life seconds, a last exception occurs and then it doesn't appear like you can join either side. Pranksters and Joksters don't appear on the fountains anymore. You can still join, it just has this visual glitch. Also, sims cannot light fireworks at festival.
What happens when the bug occurs? "Join the Pranksters" and "Join the Joksters" leave the fountains and are replaced with drinking certain kinds of teas. You can still join the groups by drinking from the fountains but it doesn't specify which group. When it comes to lighting fireworks, the sims get reset and do the T-Pose for a split second and don't do anything.
What do you expect to see? "Join the Pranksters" and "Join the Joksters" staying on the fountains and no last exception produced. Also, I expect fireworks to go off.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
