[CL] Notifications from Festival Guide Missing Colour

Steps: How can we find the bug ourselves? Read the festival guide (Interaction available when clicking sim when in a SM neighbourhood). All festivals have this issue
What happens when the bug occurs? There is no colour for the festival icon
What do you expect to see? I expect to see a coloured icon for each festival notification
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

The notification for every festival from the field guide is missing colour. (only showing art one as example) I either expect it to have the purple background, or a coloured image centre. 

my guess is that this is an oversight from when they changed the icons from when they used to look like this.
