[CoL] Cannot build on lot - "can't find object" error when building walls

Steps: How can we find the bug ourselves? I cannot build any rooms, walls, platforms, decks, or place flooring anywhere on the 'A New Start' lot in Henford-on-Bagley (i.e. 4 Olde Mill Lane). I moved my Sim in with the townie Sim who lived there. I was able to build on the lot shortly after moving my Sim there, but can no longer do so. I used the bb.moveobjects, bb.showhiddenobjects and bb.showliveeditobjects cheats when building.
What happens when the bug occurs? I cannot build any rooms, walls, platforms, decks, or place floors anywhere on the 4 Olde Mill Lane lot in Henford-on-Bagley. I was able to build on the lot shortly after moving my Sim there, but I now get an error message saying "can't find object" when trying to place walls (see the attached screenshot). Buying and placing objects, including debug objects, still works, as does placing doors, windows, and wallpaper. The bb.moveobjects, bb.showhiddenobjects and bb.showliveeditobjects cheats still work although I cannot build walls. I have re-started the game, re-started my PC, repaired the game in Origin and Steam, and emptied my cache but the bug still occurs. It occurs whether I go into Build/Buy mode from Manage Worlds, or from Live Mode.
What do you expect to see? Walls place as normal on the 4 Olde Mill Lane lot in my save file.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I have emptied my cache and repaired the game in Steam and Origin. This bug still occurs after doing this and re-starting. I have saved the lot to my Library and placed it in another lot and in another world to test it. After placing it in Newcrest on the same size lot (30x20), and Henford-on-Bagley on a larger lot (40x30) in the same save file, I was able to build walls, so the issue appears to be with the lot itself.
