Okay I found out why it wasn’t being applied correctly, in graphics, the visual effects which adjust the quality of swarm particles effected the overlay, once I upped the settings to high, it applied without an issue.

So, if your evil chicken eye overlays don’t apply right, consider upping the visual effects to high.

    I didn't even realize that was a bug. Evil flames shooting from the evil chicken eyes? Sure, why not!
