Same. I just saved my game right before the contest was over and I restarted it 3 times. Contesting with my maxed out lama, full needs. Only one other contestant, a lama with low social needs. Got 3rd place every time. Luckily though I also contested for wool and everytime I got a different result, so the 3rd time I was able to win the competition.
At least with the wool it seemed like the result was entirely random. And well the lama... again, ranked place 3 outta 2. I don't think it's a bug. It's working as intended. It is just bad design. Really really bad design.
It is assumed that EA solved this error, but it is not entirely true, at least in practice it is not like that, because there are contests even from the fair such as eggs, milk, wool and cakes that do not give any results when the fair ends.
Another curious thing is that, however, other events in the game such as university or high school events, notifications of the results of the town fair come out from random NPCs or even from your active sims.
Besides not winning, ever, my entry seems to disappear. I can't find it in my inventory or household inventory. I lost black wool which was a bummer.
The Sims TeamMarked as Solution for Visibility. This is still an open issue.

I've done the Fair 3 times trying to win something (with Pies) My pie is always the best, at the end the fair just ends and there's no warning or placement. The pies disappear with the stand and don't appear in the inventory. I have mods, but I can take them out and try without. I just did a full reset of the game and repair through the EAapp.
