Okay, I have solved the mystery of the missing fair, which is ironic since my sim is literally Sherlock Holmes lololol. Apparently I can enter the fair via either residential lots of Finchwick but NOT from the gnomes arms lot. Full disclosure. I changed the gnomes arms lot status from a bar to a restaurant because I wanted the pub to serve meals not just snacks and idk if that has affected the game play but I will experiment by changing the lot status and reporting back. So for now, here is the work around, if your fair is missing and your sim does NOT already live in Finchwick, come to the fair by visiting a finchwick residential lot, NOT the pub and the fair should show up. Hope this helps people, this a very weird bug indeed
I also changed the lot from bar to restaurant in this save as well. I wonder if that has anything to do with it?

@Knotwise13 @Kittyarow I suspect that's it - the restaurant system is similar to the retail one right? I think basically the fair breaks if accessed via an ownable business lot. I'll bet if you built a vet clinic on the square, accessing the fair from there would break too.
- Knotwise133 years agoSeasoned Veteran@PipMenace As it happens I DO have a vet clinic on the square, I bulldozed one of the residences because I got tired of switching screens, I will try attempting to enter the fair from the clinic and see what happens, and I will change the pub back to a bar lot and try entering from there. I will report back but I suspect you are right, the fair just doesn’t like it if you enter from anywhere that isn’t a bar or residence
