[CoL] Young Adults from Henford do not spawn at community lots in other worlds

How often does the bug occur? Every time (100%)
What is your current game version number? 1.102.190.1030
What expansions, game packs, and stuff packs do you have installed? Most of them
Steps: How can we find the bug ourselves? Play the game and test it for yourselves, it's not hard.
What happens when the bug occurs? Create a family with young adults and place them in Henford On Bagley, give them dancing skills, switch to another household and visit a nightclub in a different world such as San Myshuno, the young adults you just created in Henford never spawn they don't even spawn at retail lots or bars in other worlds, they seem to be confined to just Henford On Bagley, young adults from other worlds do spawn however.
What do you expect to see? Young adults from Henford spawning at various community lots in other worlds, nightclubs, retail lots, bars etc, if young adults from other worlds spawn there then why shouldn't the ones from Henford spawn as well, it's rediculous.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Disabled mods and tested the game fully vanilla, young adults from Henford still do not spawn at community lots in other worlds.

I don't know if it is intentional or not, but to me it seems like a bug, basically when I create a family with young adults and place them in Henford On Bagley, give them relevant dancing skills hoping to see them spawn at a nightclub or a bar in another world when I am playing rotational with a household in another world, but for some strange reason they never spawn.

I tested this both with and without mods/cc and nothing changes they simply do not spawn, I see young adults from other worlds such as Oasis Springs for example spawn without any issues, but the Henford young adults are nowhere to be seen, it's as if they are imprisoned at Henford, visiting the pub in Finchwick or a created nightclub in another neighbourhood is fine they do spawn in Henford itself, but why on earth do they never spawn at the nightclub in Willow Creek or any other nightclub in Brindleton Bay for example?

Any insight as to whats going on would be great, surely I'm not the only one experiencing this especially if its doing it without any mods/cc enabled as well.
