On a German Sims site is written that this option is for Teens to skip school, no wonder of the wrong translation. This confuses me too.
I agree on the German translation being bad. Blau machen as you said would be a lot better.
As it's part of a skill and not generally available as you say, I don't think it's a bug.
Agree, It is a translation bug. When your Sim reaches mischief lvl 6 it´s generally available, maybe outgreyed when used before.

Just found a misspelling for the toddler interaction "taking off clothes" .It's called "nackig" and not "nackisch" 🙂 (thx to Crin for the english screenshot )
Please have a look at the radio stations and write "Etwas gruseliges hören" (listen to something spooky) with a capital G: "Etwas Gruseliges hören".
