@DudeNamedWill Please uninstall the game and all packs, then reinstall the game. Make sure you have enough free space on the installation drive for the game and all content.
If you have an external drive you are using, please make sure all the content is on the same drive.
Please also make sure the purchasing account for all content is on the console and the console is set as the home console for the purchasing account.

@PoptartJuniper Quick question, so after uninstalling the game, when I go to reinstall it, will it automatically reinstall the packs too? (Sorry to ask)

@DudeNamedWill You will need to reinstall the packs separately.

I'm not doing all that uninstalling and reinstalling, I'd rather just wait for a patch to come out to fix it, that's MUCH easier.

I uninstalled everything and it still says content not installed when I try and place lots down.

@Antennenwels1984 no unfortunately, after uninstalling and reinstalling everything, I still get the warning

So this doesn't help. You shouldn't give advice on uninstalling and reloading unless you have done it and it solved the problem. Because it doesn't.
