PS4 CONTENT NOT INSTALLED!!! I have all the updates and they are all installed and it's still saying content not installed when it is. Please help

I just got off the phone with EA HELP. And they said that it's starting to sound like a bug. Everything I saved in my library I can't play with families houses. I can't download on a lot.
I know I'm not @zionna773 but the error message we all get is "Content not installed, if you place this on your lot, the content may not be viewed" or something to that extent. Yet when we all place the house down on the lot that the error says the content is not installed in, the house has everything in it that we used to furnish it, meaning that all content is very much installed.
Yes I tried and went ahead and placed a house and saved it then I exited out of the application. Then went back on there and the house i placed was gone. So it's something on there end they have to fix.
